Local and state officials are eagerly pushing forward on a $230 million project to add new tolled “express” lanes along an existing 12-mile stretch of a road southwest of Denver that was built in the late 1980s. The original Colorado 470 encouraged the expansion of far-flung development, benefiting a set of suburban land developers.
